Littering is a Criminal Offence in Manila

マニラの街を歩くと、道端にゴミが捨ててあるのを見る。私は、マニラは公共の場所へのゴミ捨てに対して寛容な街だと勝手に思っていた。しかし、英字紙「スター」（４月10日付）によると、首都圏開発局（MMDA）は今年１月から３月の間にゴミのポイ捨て容疑で4,316人を逮捕したという。 MMDAのウェブサイトには、ゴミのポイ捨てを禁止する法律が1996年９月に施行され、その後施行停止などを経て、2010年９月から再施行された、とある。
今回逮捕者が多かった地域は、首都圏カロオカン市モニュメント、ケソン市クバオとノースEDSA、マカティ市グアダルーペとブエンディア、パサイ市オルティガス地区とEDSA-タフト。捨てられたのは菓子の包装、たばこの吸い殻、紙くず、プラスチックなど。ポイ捨て容疑で逮捕されると、Environmental Violation Receipt（EVR）が渡され、500ペソの罰金または８時間の社会奉仕活動が科される。今回逮捕された1,487人は罰金を払い、32人が社会奉仕活動をした。EVRを無視している残り2,297人は「より厳しい罰を受けることになる」とMMDAは警告している。（T）
Walking on the streets in Metro Manila, you see garbage scattered all over. I didn’t think littering is prohibited by law here. In April, however, I read the news in a newspaper that 4,316 litterbugs were apprehended by MMDA from January to March this year. So here is a law against littering in Metro Manila. Violators who throw away cigarette butts, plastic etc. face a fine of 500 pesos or eight hours’ of community service. Littering not only spoils the scenery of the city but also causes flooding. In Southeast Asia, Singapore is known as a city state which imposes a fine on litterbugs. Will Metro Manila be a clean city like Singapore someday?
