フィリピンの英語の「量」と「質」

フィリピンが、日本人に人気の語学留学先となって久しい。改めて「英語圏」としてのフィリピンについて調べてみると、世界の英語話者数でフィリピンは５位。１位米国、２位インド、３位パキスタン、４位ナイジェリア、５位フィリピン、６位英国、７位ドイツ、８位カナダ、９位オーストラリア、10位イタリアとなっている。人口における英語話者の割合を見ると、フィリピンより英語話者が多いとされるインドとパキスタンが約12%、ナイジェリア約53％に対し、フィリピンは約95％に達する。これは、英語が母国語だったり、私たちが英語圏と聞いて真っ先に思い浮かべたりする米国、英国、オーストラリア、ニュージーランドなどと同等の数字だ（出典：ウィキペディア：List of countries by English-speaking population）。フィリピンでは何種類もの英字新聞が発行されていることも、英語が社会に浸透している証の一つといえるだろう。
このようなフィリピンの日常における英語の「量」、英語に触れる機会だけでなく、「質」についても調べてみよう。民間教育機関EFエデュケーションファースト（本部スイス）による英語を母国語としない88カ国・地域を対象にした英語能力調査（2018年）において、フィリピンは「英語力が高い」とされる世界14位、アジアでは２位にランクされている。アジア１位はシンガポール（世界３位）、日本は「英語力が低い」とされる世界49位だった。
アジア１位のシンガポールは、強いなまりと独自の文法や単語からなる「シングリッシュ」で知られているが、2000年に始まった「Speak Good English Movement 」政策が功を奏しているのかもしれない。

アメリカ英語が主流だからこそ

シンガポールやマレーシアなど東南アジアの国では一般にイギリス英語が使われている中で、フィリピンではアメリカ英語が主流。日本の学校で学ぶのもアメリカ英語であることを考えれば、親しみやすいはず。これまで習った単語がイギリス英語となり、CenterがCentreに、Realizeが Realiseに、Skeptical がScepticalに、ElevatorがLiftとなって戸惑うこともない。ファストフード店で持ち帰りを注文する時もTake outのまま。Take awayと言い変える必要もない。
フィリピンは、日常生活で英語に接する機会も質も、さらに日本人にとっての親しみやすさにおいても英語を学ぶのに適した国だといえるのだ。

Why Japanese Should Learn English in the Philippines

The Philippines is a popular destination for Japanese who learn English. According to statistics on the number of English speakers, the Philippines is the 5th largest English speaking country in the world. The 1st is the United States, 2nd: India, 3rd: Pakistan, 4th: Nigeria, 5th : the Philippines, 6th : the United Kingdom, 7th : Germany, 8th Canada, 9th: Australia, 10th Italy. However, when it comes to the ratio of English speakers in the total population, the Philippines is about 95 percent, which is as large as the US, UK and Australia etc., where English is spoken as a mother tongue, while India and Pakistan about 12 percent, Nigeria about 53 percent (Source: Wikipedia). This means the Philippines offers plenty of opportunities for English learners to use English.
Filipinos’ English proficiency is highly praised in the world. A survey by EF Education First shows the Philippines is ranked 14th out of 88 non- native English-speaking countries and regions. Among Asian countries, the Philippines is the second after Singapore, which is 3rd in the world. Japan comes 49th in the world.
There is another reason the Philippines is suitable for English learners from Japan. It is American English that is usually taught at schools in the Philippines and Japan. In other Southeast Asian countries like Singapore and Malaysia, Japanese students may become confused with British English such as Center is ‘Centre’, Realize is ‘Realise’, Skeptical is ‘Sceptical’, Elevator is ‘Lift’ and so on. But in the Philippines they don’t need to adjust. At fast food restaurants, they say ‘Take Out’ as they use in Japan instead of ‘Take Away’.
