ベトナム難民を保護した
プエルト・プリンセサの歴史

　1975年にベトナム戦争が終結した後、当時フィリピンのマルコス政権は祖国を逃れた多くのベトナム難民「ボートピープル」を受け入れた。その後、受け入れ停止と強制送還の動きを受け、パラワン島のカトリック教会がベトナム人の保護を決断。1996年、プエルト・プリンセサ市に最後の難民キャンプ“Viet Ville（ベト・ビレ）”を設営した。現在はフィリピンの人道的対応を伝える歴史的観光スポットとなっている。一方、当時1500人ほどいたベトナム人のほとんどは米国や祖国に移住し、住人は数えるほどに減少。ベト・ビレの維持問題が深刻化している。

現地に根付いたベトナム料理

チャオロン Chaolong

　プエルト・プリンセサ市内の多くのレストランではベトナム料理「チャオロン」が定番メニューに並ぶ。しかし、ベトナムのチャオロンである「豚モツ入り粥」ではなく、米粉麺が入っていてフォーに近い。いろいろなスパイスが入っているが、さっぱりしてとても食べやすい。アクセントはレモングラス。

異国の難民を自然に受け入れてくれた

　フィリピン人男性と結婚して来比したのは、ベトナム難民が祖国から逃れてくる前で、私は一連の歴史の目撃者の１人です。プエルト・プリンセサのフィリピン人は皆、突然隣に住み始めた私たちベトナム人を無下に扱ったり排除したりすることなく、本当に温かく、自然に迎え入れてくれたのです。その感謝は言葉で語り尽くせません。私自身は避難民ではありませんが、同胞に寄り添いベトナムの文化を広め守りたい、そして何よりこのフィリピンの寛容の歴史を残したいと、この場所でベトナム料理店を営んでいます。

　フランスパンをこの地に持ち込んだのも、フランスの植民地だったベトナムの人々です。彼らはベトナム料理店やフィリピン人の手伝い、また宝石販売などで何とか生計を立て、細々と暮らしていました。難民がフィリピンで暮らすことができるように受け入れてくれた故マルコス元大統領には感謝しています。ベトナム人の１人としては、マルコス元大統領の息子が今回の大統領選に当選したことをうれしく思っています。

Viet Ville

After the Vietnam War ended in 1975, President Ferdinand Marcos’ administration of the Philippines accepted refugees a.k.a. boat people from Vietnam. When the Philippine government stopped accepting the refugees, the Catholic Church of Palawan established the Viet Ville in Puerto Princesa as the last refugee camp in 1996. The Viet Ville is now a historical tourist spot. There used to be 1500 Vietnamese in the Viet Ville but most residents migrated to the United States and returned to Vietnam.

Chaolong

Most restaurants in Puerto Princesa offer chaolong, a Vietnamese rice noodle soup like pho while in Vietnam, chaolong is a porridge with pork offal.

Conveying History of the Philippines and Vietnam

Born in Saigon, Vietnam in 1947, Ms. Pham Thi Anh opened Viet Ville Restaurant in Puerto Princesa since 1996.

I came to the Philippines after getting married to a Filipino man before the Vietnam War broke out and the refugees escaped from Vietnam.

I witnessed that the people of Puerto Princesa warmly accepted the Vietnamese refugees. I will never forget their kindness. I was not a refugee, but I decided to live with Vietnamese refugees and run a Vietnamese restaurant here. It is my duty to let people know about the history of the Philippines’ humanitarian action and introduce Vietnamese culture to visitors. The French baguette was introduced to Puerto Princesa by the Vietnamese refugees.

I very much appreciate that the late President Ferdinand Marcos allowed Vietnamese refugees to live in the Philippines and I am glad that his son won the last presidential election.
